Between hesitation and setbacks, right and left, also fearful, have too long delayed maturity of University reform.
The time has come to build a France of the knowledge which the University is the flagship. For the moment, it is the poor parent. We do spend it a little more than 1 of our national wealth, and especially we spend 20 less each year for a student for a high school student. But no public policy amounted to only claim for more money. The crucial question is: the means, for what University faces five major challenges.

First challenge: it must first be able to evaluate the training it offers. Today, at all levels of qualification, the BTS PhD, there are the best, but also sometimes the worst. Second challenge, it is then an urgent need to find an answer to academic failure: 25 of the students out of school without any diploma. It is too much. Needed, to even establish a selection at the entrance of the University Non. The establishment of an efficient public guidance system would end programmed failures. We know for example that a professional Bachelor has less than 5 chance of success in first round of law. High school, the guidance should take the form of a mandatory interview with each student to help choose a training him suitable. The third challenge is: the University must know accompany, personal way, the students throughout their journey. But this implies a break with the individualism which is now on the campus, where a student feels delivered to himself. For example, school youth should benefit from "tutorials", provided by older students, against remuneration. And the relationship between teachers and students should be strengthened through sponsorship systems.
Fourth challenge, it will be necessary to redefine bedrock of knowledge and skills that all students must have at the end of each course. The requirement of professionalization of studies is as a leitmotif, when one speaks of the University. This first through the learning of knowledge and methods of work. A contract of objectives concluded between the State and each University should include a perfect master by the students of three "languages". First the French language. The University is the place where to acquire oral and written expression techniques required in professional circles. The minimum portion left to foreign languages to the University, is contrary to the requirements of a globalized economy. Finally, the need for control of information technology is now mandatory. It is so that it will fight against social inequality at the University and that it will put young people equal to the requirements of the world of work.
Last great challenge faced by University and not least: provide access to the company. While the contract first hiring was essentially intended for low-skilled young people, he revealed a malaise among graduate students who felt more protected the precarious at the end of their studies. In 2005, 21 of young people in level bac 4 were still unemployed nine months after their graduation. The difficulty is that employers want now, as soon as the hiring of professional experience. However, by definition, a young graduate did not. Why not to include, at the level of the licence, a course of three months in business and do not promote the development of "learning in University"
These changes, it is clear that it would not be conducting without modernising the organisation of our University System. Including the question of the governance of universities, real autonomy and their modes of financing, with the place that should necessarily be in private funds. But it is important to know what young people are entitled to claim the French University. And, contrary to what is often heard, it must be the starting point of the University reform.
